Emerging Chiltern and South Bucks Local Plan (2014-2036)
Chiltern District Council and South Bucks District Council are preparing a new emerging joint Local Plan for Chiltern and South Bucks Districts. The next stage in the Local Development Scheme (Local Plan timetable) is the publication of the Draft Local Plan for consultation prior to submission for an examination due to commence in June/July 2018.
To date, an Initial Consultation Incorporating Issues and Options (January to March 2016) and Green Belt Preferred Options Consultation (October to December 2016) have been carried out; more details are provided below. On 7th November the Joint Committee considered an update on the Local Plan published alongside:
Asetting out in summary discussions, agreed outcomes, outstanding matters and next steps;
Publication of awhich identifies, subject to further duty to co-operate discussions if relevant and final evidence base work, strategic Green Belt options which officers are likely to be recommending to the Councils to be removed from the Green Belt and included in the emerging Draft Local Plan as development proposals; and
Local Plan Evidence Base
An evidence base is being prepared for the emerging Local Plan and can be found here. For some documents there are earlier versions which have been superseded and these earlier outdated versions can also be found here.
Evidence base documents will be added to as soon as new documents become available.
Green Belt Preferred Options Consultation - Now Closed
Between 31st October and 5pm on the 12th December 2016 Chiltern and South Bucks Councils carried out public consultation on Preferred Green Belt Options the Councils where considering to be taken forward in the Local Plan in order to help meet development needs. The Consultation is now closed and the Councils will not be accepting any further comments as part of this process. The Councils consulted on 15 options in order to:
- seek views to help determine their suitability for development;
- help understand views on what type of development should be sought if suitable and what type of requirements should be secured as part of development;
- enable comments on the evidence base that has informed the Consultation; and
- provide the opportunity for additional options to be put forward.
Consultation responses received in the consultation period have been processed and analysed to inform decisions on a draft Local Plan. These can be found in the Emerging Local Plan Evidence Base page.

As part of the Consultation the Councils held Public Exhibitions and also produced a presentation video.
Initial (Regulation 18) Consultation Incorporating Issues and Options - Now Closed
Between 19th January 2016 until 5pm on 14th March 2016 the Councils carried out their Initial (Regulation 18) Consultation Incorporating Issues and Options on the emerging Local Plan.
All comments received within the consultation period have been considered and assisted the Councils in producing the 'Green Belt Preferred Options' Consultation. Summaries of the responses received as part of this consultation are available here.

What is the Emerging Local Plan?
The Local Plan will set out policies used to determine planning applications, site allocations or proposed new development (e.g. housing or employment) and broader land designations (e.g. Green Belt areas).
The Emerging Chiltern and South Bucks Local Plan will replace the adopted: Chiltern District Local Plan (1997), Chiltern District Core Strategy (2011), South Bucks Local Plan (1999), South Bucks Core Strategy (2011) documents and respective Policies Maps; there will be a joint Policies Map prepared as part of the Local Plan.
The timetable for the emerging joint Local Plan is contained in a Local Development Scheme and is approved by both Councils, more details are available here.
Get Involved - Consultation Database
The Councils now have a joint Consultation Database (mailing list) which will be used to notify interested stakeholders in both Districts. You can register to be notified (by email or letter) at key stages of the plan preparation, including upcoming consultations. More details are available here.
